Resetting PSP to default (deleting PSP's registry) can fix many problems in PSP such as errors cause by a corrupt registry, missing or greyed out tools and other things.

The big draw back from resetting is the loss of custom settings you might have made and having to redo the preferences.  To delete and re-write PSP's registry do the following:
Go to start/programs/Jasc Softward Inc/Paint Shop Pro.7, 8, 9 or X.
Immediately after you click on the PSP icon press and hold CTRL +ALT on your keyboard.
You will be asked if you would like to delete the registry settings for PSP and select yes.  When PSP opens it will have all the restored features of intial installation.
