nooo...it's not Bushisms.  He was at the wedding of a kid of some of his friends, and like they do at weddings sometimes, someone was going around with a camera interviewing the guests.  GWB was one of the ones interviewed and thats what this tape is.  He seems pretty clearly drunk <i think this was in 92 or 93>, he makes fun of people who don't drink and smoke and can be seen downing a drink after he steps away from the camera.  And it doesn't look like coca cola.  Probably his old buddy Jack. 

Fun party guest?  Yeah probably.
