Hi Dis,  no it is hard and painful to the touch.
Now the spot of skin over it is starting to discolor.
I had two surgeries on that elbow in '01,  so it might be something like what your Dad has.
But the clinic provider thinks it is a recurrance of the valley fever.
 
One time in the hospital,  I had a slow leakage from my knee.    
It was a black fliud (dead blood cells and vally fever "Stuff") that had accumulated under the skin.
It went from clear skin to a patch the size of a softball in about two hours.
Anyway,  I plucked a hair from the black skin area and it started to oooze out.
I had an hour of actual fun wiping my knee over and over.     I really mean that,  it was quality entertainment!!! 
Then a nurse came in on a check and saw what I was doing and quickly consulted with a Dr.   then she sent in a young female student nurse and together for the next hour we milked my knee.    ( sure had fun then!!!    )
 
Finally,  it was as empty as we could make it,  and the young  nurse left.    I think we used three full size towels plus a lot of smaller ones.        And what was left looked like a worm.
I would squeeze the skin surrounding it and it would pop out,  I would then reach for a towel and it would go back under the skin.     Pop goes the weasel!     It was a blood clot under the skin.
 
My Dad visited at the end of this and he was completely grossed out.     The first time I had ever seen him that way.     I had a lot of fun teasing him that afternoon.
 
This disease had several fun side affects which I shared with squeeky!!       The stories,  not the disease.
