Well I guess if this person is diabetic I would try and talk to the cop arresting him or her. Maybe this person in fact is acting drowsy or slurring thier words because he or she had a little too much insulin. I couldn't just let it slide, I'd at least try and help this person out as much as I could.

Around here...  I'm sure it wouldn't be a problem to say excuse me officer...  But i know this man and he is a diabetic...  He normally doesn't drink at all...  And hope for the best outcome....  I'm not afraid to do that for somebody....

I would tell the officer that the person is a diabetic, and instead of checking for an alcohol level they should be checking his insilin levels and hope for the best.

First I would check if I had my camera with me.      If so,  I would take a bunch of pictures and then give them to the guys wife.   
Maybe that way they can have a good lawsuit against the police/sheriff department.
 
And that way they can all get the training to better understand the difference between drunk and diabetis.
