Hi Pastor, I have never used PhotoShop but I have had a look through. The $99, is expensive especially as this is their first program. 
 
The two "23" programs, Deluxe and standard are very similar. The more expensive delux one you get more graphics and templates. You also get 6 months free subscription to a million graphics instead of three.
 
With the lower price one you still get an awful lot of grahics and templates
 
The two 22 programs. are much the same but are older versions. When newer versions come out they update the features somewhat., but put them at special prices. good for a bargain.
 
 so....for the latest feastures the 23's would be better.  Go with which one you can afford more easily.  Either the $49.99 or the $29.99
 
I say this because newer versions are always coming out onto the market.
 
Whichever you choose. It takes practice to get used to working them...an awful lot of it too. 
 
 
There are a lot of versions of PSP. I have a favourite. It is quite an old version...I really love PSP 7 which was by Jasc.. I only use a newer version if it is something I cannot do in 7. I bought 7 at half price when they bought out 8.
 
I also use a very old version of Corel Draw .I use Version 8. not to be confused with PSP 8. (This was before they took over PSP)
 
Double check with Teddie - I am sure she would not mind at all.
