I was just wondering if someone could explain to me how to decide a chart ruler. I was told to look at the highest planet in the chart, but also rulers of prominent planets. I'm a little confused. For example, in my chart I have cancer rising. Cancer is ruled by the moon, so I look to my moon in Capricorn. My moon is conjunct Saturn, which is the ruler of Capricorn. So is my chart ruled by Saturn, or the moon? Or should I look at my sun in Aquarius? Or am I totally off and it's ruled by something completely different? If someone is willing to explain, I would be very appreciative. You don't have to use my chart as an example, I was just using it for simplicity's sake, but just in case it's easier: Feb 3rd, 1989 3:03 PM La Jolla (San Diego), CA USA

Traditionally the chart ruler is the 'planet' or planets which rule the ascendant, so if your ascendant is Cancer, your ruling planet is the Moon.
 
Beginners sometimes get a little hung up on ruling planets. It adds importance to that planet, but if the Moon was weakly placed in the sign or house of its fall, say, or you had another planet featuring strongly in your chart, say Mars in Scorpio or Aries angular making lots of strong aspects, you would give that planet added importance in the chart. What you should not do is take one planetary placement in your chart and ignore the blend of planetary placements which make up the whole chart - blending the whole chart into a synthesis to get a picture of the whole person is THE skill of natal astrology.
 
Your chart has a six planet stellium mainly in Capricorn with four planets in the sixth house of health and service to others, so that SIGN is very important in your chart. Moon IS conjunct Saturn, but it is 5 degrees away, and only two degrees from Neptune ( which makes you more confused!). The Moon position suggests a lot about your mother, and her importance in your life - she was weak in some ways( Moon conjunct Neptune), possibly psychic or spiritual in nature, but also a disciplinarian in your life who may have withheld affection from you,especially early in life. You may have found yourself having to care for her as well.
 
Scorpio also features strongly in your chart, as you have Pluto in Scorpio opposition Mars, and both planets form a t-square to your natal Sun on the 8th cusp ( Scorpio rules the 8th house). I would be looking at 8th sign/8th house factors in your life, and warning you about your foul temper when you are roused! Capricorn is Earth and very tough - in terms of outlook, life conditions and your nature.
 
Scorpio is a water sign and emotional - much much deeper, more basic and elemental than the rather sensitive Cancer ascendant, which I would imagine gets 'pushed out' and swamped by the stronger and more intense Scorpionic and Cap. elements in your chart.
 
The Aqua Sun would normally give you some sense of detachment, but that t-square to Pluto and Mars adds passion and intensity. Many people might find you 'difficult' or uncomfortable to cope with and be with.

I would think that both Saturn (Lord of Sun & Moon), plus Scorpio, (Pluto emphasis), are co-rulers. Would be good to do a chart which gives us the dispositership  graph, of each for emphasis.

you can find your own Dispositorship Graph, by visiting Astrodienst, using the "alternate" charts, by using PULLEN/Astrolog "drop down key".....to where you see Dispositergraph.
