I think that all Vedic Astrologers would say the Ascendent's Lord reigns, next is the Lord of the Moon's sign, or house?
but the "Day Lord", then must be his speciality....

today is Tuesday, October 31, 2006. The "DaY' Lord then is Mars.
The hours then, starting with the Ascendent of today, starts with the Sunrise ....in which we place Mars for the Ascendent, or Sunrise....
Mars rose at 7AM(the ruler of the Day)
Sun is next or 8AM
Venus in next or 9AM
Mercury is next or 10AM
Moon is next or 11AM
Saturn is next or 12PM noon the culmination of the day (the top of a western placidius chart)
Jupiter is next or 1PM
...............................................................................
so each day has a Lord of that day
The hour or Sunrise, (AC) starts with it's ruler (see list)
each house starting with the 12th or AC, clockwise, is divided into 2 segments, the lower & upper segment,so that the entire half or upper region above the horizon is actually 12 hours total.
The "below the horizon", starting at sunset is 12 hours then as well, each house being 2 segments.....
Start then, with the Day Lord's Ruler (on Tues.is Mars)
follow each hour then with the next ........
Always the hours follow thusly:

Jupiter'
Mars
Sun

(notice that only the original/traditional 7 planets are used). 5 planets 2 luminaries.
