Lets Get Started

Open a new transparent image 600x600 pixels and flood fill with white

Copy and paste the Gem mask as a new layer

Copy and paste the CS frame altered by Gem as a new layer

Using your selection tool set on rectangle draw out the frame as below

Now copy and paste the Ladywhisper tube on up to selections invert and hit delete on your keyboard to remove any excess selections none now arrange your layers so she is under the frame

Copy and paste the blue heart element as a new layer move to the right corner up to layers duplicate then image mirror so you have one on each side

Now copy and paste the CS Word art as a new layer move to top

Once you are happy with your placement close off all layers except for your frame and tube and blue heart elements merge visible on these layers bring back all the other layers and resize the Word art,Your merged frame and the mask by 90% bicubic all layers unticked

Then resize all layers ticked by 90% smart size

You might like to crop around your tag to make it a little tidier in size

Once you are happy you are ready to add your credits and your name if you do not wish to animate your tag is now complete

Animation

Click on the Heart Word art up to adjust add noise at 22% uniform monochrome unticked

The click on your name layer add the same noise

Merge flatten edit copy into animation shop as a new animation

Back to psp undo then redo noise at 20% then merge flatten layers edit copy then into animation shop edit paste after current frame

Up to Animation animation properties change to opaque colour white

Then view and view animation you are now ready to save as a gif
