Hopefully you have some sort of photo imaging program on your computer. If you have a digital camera or a scanner you probably got some sort of imaging prgram with that.
I normally use Corel's Paint Shop Pro which I love for all the graphics I do
I've also used a program called Magic Viewer which I still use for animating my gifs.
If you absolutely have no photo program you can use Microsoft paint but the image quality might not be as good.
I used David Cassidy from the "Who is he?" thread in Microsoft paint
Open your pic in Paint
Click on Stretch/Skew
Change from 100% to a larger (I used 200%) and click OK. Save or "SAVE AS" with a different name to keep the original.
