This is a tutorial  to animate flowing water.  It is very simple and I think a lovely effect.
 
First of all you need a pic with water that looks like it needs to move.  Here is one.  It has a transparent  background so open in animation shop and import to psp (shift+X).
 
Now I will leave it up you to decide on the background you like etc.  I will just explain the water movement part.
 
Select the falling water and an area underneath
Use the free hand tool
 
   
Duplicate this three times so you have four frames (shift+D)
 
Use the retouch tool with these settings
 
 
Then brush the retouch tool (smudge tool) in an upward stroke.  Be very random and on the puddle just push little bits.
Repeat this procedure on each of the four pics that you duplicated, saving each one either as a jpeg or if you want it to be transparent then as a gif......1,2,3 &4.
 
Now that you have your four images saved go to animation shop and click on animation wizard.
 
 
 
Use these settings
 
Click on next, this is the next screen you will see.
 
Click next and use these settings
 
Click next and use the settings below
 
 
Click next, and click on add image.  Navigate to where you saved your 1,2,3 & 4 frames.  ( I use the desktop and then delete them afterwards, they are easy to find there).  Hold down the Ctrl key and select all four.  It doesn't matter in what order they come up as they are random.
 
 
Click next and you should have your four frame animation
 
 
Click on the view animation and watch it come to life.
