Orange-Oatmeal Muffins

1 cup all-purpose flour
1 Tablespoon baking powder
1/2 teaspoon salt
1 cup quick-cooking oats
1/4 cup sugar
1 large egg, lightly beaten
1 Tablespoon grated orange rind
1/2 cup fresh orange juice
1/4 cup milk
2 Tablespoons vegetable oil
vegetable cooking spray
2 Tablespoons sugar
1/2 teaspoon grated orange rind
1/4 teaspoon ground cinnamon

Combine first 5 ingredients in a large bowl. Make a well in center of
mixture. Stir together egg and next 4 ingredients. Add to flour
mixture, stirring just until dry ingredients are moistened. Spoon
into muffin pans coated with cooking spray, filling three-fourths
full. Stir together last 3 ingredients until blended. Sprinkle
mixture evenly over tops of muffins. Bake at 400 degrees F. for 15
minutes or until muffins are lightly browned. Remove from pan
immediately and cool on a wire rack.

Makes 10 muffins.
