Depending on what your 13th card is I would probably pass 1NT as you have no chance to establish any long suits but that is not what you are asking(btw, what is the 1st question?)

2, 2S=invite in NT or clubs, so you don't have to disclose pards 4 card major needlessly.

Wrongly, IMO.

My personal preference to is use the 2S response to show either a balanced invitation, HHxxxx and out in either minor, or a small variety of strong hands (minor-oriented hands eager to hear if 1NT bidder has a fitting trump honour):

..2NT: minimum
...3C: maximum, but denying A K or Q in clubs
...3D: maximum, showing club honour, denying diamond honour
...3H and up: accepting all 3 kinds of invitations.

It's not perfect. But I despise the "all invitations via 2C" method - and in fact have been enjoying success with an experiment this past year where 1NT-2C-2any-2any shows a 6-8ish hand willing to try 4M if a major suit fit was found but demanding the bidding stop at 2NT if not.

With the 4 suit transfer agreement 2s is a transfer to clubs then 2nt is invitational
But that's a problem if you don't really have clubs.
 
Alternatively 2c could be stayman but doesn't require a major:
 
1s    1nt     p    2c
p      2h     p     2nt
 
Invite in nt because if I really  had hearts I would bid 3H inviting in the major

Playing Keri, I rate this hand only a 2S invite via the
2C-2D-2S puppet.

In standard, I'd bid 2C-2X-2S, to show this mild invite.

I don't think I would invite an NT game with this hand. However, if I want to invite an NT game in this sequence, there's really no problem after (1S) - 1NT: just bid 2NT. The relay to 3C is 2S (done with weak clubs or various strong hands), 2C is Stayman (invitational with 4 hearts, or a weak hand with diamonds and hearts), 2D and 2H are to play.

2S  is a transfer to clubs  2nt is a transfwer to diamonds. (when playing 4 suit transfers)
 
I think the answer is when you say "systems on for nt overcalls"  you are really saying they are sort of on

I don't see a problem with getting to the "2NT invite" if you are playing Systems ON.
  ( 4-suit transfers or not ).
 
The  "system"  that uses "2NT to relay to 3C" ( for Signoff ) means that 2S! = MSS ( which contains the weak,long Diam option as well as the 5/4+ minor suit options for Responder )..
 
   That means the "2NT invite" has to go thru Stayman first ( just as in 4-suit transfers):
    ( 1S )  1NT  ( p )   2C!  = Stayman
    (  p  )   2H    ( p )  2NT! = I really don't have 4h

A modification to 4 suit transfers similar to what Taiga mentioned.
2S = bal invite or invite with long minor
2N = transfer to clubs, weak or slammish
3C = transfer to diamonds, weak or slammish
 
If opener shows a minimum over 2S (by bidding 2N), responder corrects to the safer minor suit partial with the long minor invite hand (which gives opener another chance with a fit).
There is no "pre-accept" on the minor suit transfers (since the invite option is now excluded).
 
The invite via Stayman garbage is eliminated.
You lose whatever a 3C response to 1N meant in your ver of 4 suit transfers.
Otherwise, other auctions are as in 4 suit transfers.
