The redoubler cannot pass in this situation.  The opener expects that the redoubler will double or make some other bid to keep the auction open.

I can't see anything wrong with that action.
 
Opner open weak 11 points.
East show 9/10 points no suport in his p suit.
South denay 4cards SP  and he hold something like 6/8 points and Maybe he  hold 4 cards H but he can't leave the DBL..................

interesting "hamada" i dont play sos xx,do play support my pards opener and 10+hcp ,so i think auction in example is matter of partnership agreement,im responder no pass over 2c,bid 2 hearts..........

The redouble should show 10+  points  and says nothing about heart support 
I would guess  the easts  pass means   clubs is his suit and he wants to defend
maybe can't bid NT?

East's pass is not allowed.  He must bid or double.  By redoubling he gave the message that "this is our hand" and opps cannot play undoubled.  This is true whether redouble denies heart support or says nothing about it (both possible ways to play -- redouble implies no fit would usually go along with some way to show both forward-going and weak hands with a fit, such as Jordan 2NT -- we weren't playing that here so presumably redouble said nothing about a fit).
 
West's pass is forcing and shows a hand with nothing more to say, leaving the decision whether to defend, raise hearts or bid a new suit up to partner.  West's hand was 13 HCP and 5332.
 
Even if you play SOS redoubles, this is not an SOS redouble situation.

West cannot pass.  If clubs are West's suit, he should double for penalty.  If E had Clubs then he should have doubled. That is why you redouble to begin with, to show that your side has the majority of the points and a desire to defend DOUBLED if possible.

East needs a brain transplant??? The xx forces the auction to our side or them doubled partner's pass is forcing like it or not.
