Well, I have a few simple rules that I  try to abide by ,first two and a half quick tricks, second rule of twenty,combined points and two suits, third, at least 11 hcp in third seat, and then the rule of 15/18 in fourth seat, this being counting the points and spades to reach 15 and if still close add your hearts to reach 18. Since this meets none of tese requirements I would be forced to use that four letter word.

Sout hand, 4th seat: Definitely NO
North hand: NO
East hand: Probably No, but many would open it 3rd hand.
West hand: Definitely YES
 
The West hand satisfies the Rule of 20: Add HCP to length in longest 2 suits. If 20, then open.
 
I use the following rule to determine 1st & 2nd seat openers: Open all 12 HCP or 13 point hand.
 
This achieves the same results as Rule of 20, except a little more generous in that I will open 12 HCP 4333, 11 HCP 4441, and 10 HCP 5440.
