2S denies a good hand. With 10+ HCP he would usually double, or I suppose 3S might be a forcing spade hand. |

100% penalty, standard ever since bridge was invented. If you have a partnership agreement to change the meaning of this double, better change the game as well. But it feels like someone's lying (the 1st or 3rd seat). |

The dbl is penalty but the auction is by no means unusual. 3rd seat has extreme spade length in a very weak distributional hand. This is the type of dbl you often regret, when the opps take 8 or 9 tricks with their combined 14hcp. |
