How do you play the Raise Only Non Forcing over a weak two opener when ops interfere?
 
1.    2d  2h  2s  p       is 2s still forcing?
2.    2d  2h  2s  3h     if answer is yes to 1.  is opener still forced to bid?

I would play 2S as forcing.  The principle here is that a new suit by responder is always forcing. 
 
2.    2d  2h  2s  3h     if answer is yes to 1.  is opener still forced to bid?
 
Now you are not forced to bid.  The intervening bid by the opponents means that, if you pass, partner will still get another bid, so it is impossible for the auction to end unexpectedly for your partner.  If he has a good hand he will find another call. 
 
If you do bid in this situation you must do so for a good reason. I would consider bidding 3S if I have an honor in spades in case partner is on lead against their heart game.
