1) I am not sure what Leo said, but I open all balanced 15-17 HCP w/o 5 card major with 1N and all balanced 20-21 with 2N. I don't worry about stoppers or weak doubletons. AKxx/xx/AKQx/xxx is a 1N opener. AKQJ/xx/AKQJ/xxx is a 2N opener. This is the modern style.
 
2) I open all black 5-5 with 1S, but not all agree with me. The reasons I do it:
  1. If u open 1S and lose the club suit, that is not good. If u open 1C and lose the spade suit, that is a disaster.
  2. It takes 3 bids to convince partner that you have 5 spades. You might not get 3 bids.
  3. If the bidding goes (opps pass)
    1C - 1H
    1S - 3N
    ??
    You are stuck. Maybe correct spot is 3N, maybe it is 4S. You don't know. But if you open 1S, you don't have to worry about that.
