My opinions - for what they are worth
 
1)  As everyone has said, 1S is better
2)  I would not convert this double at this level with the East hand. I'd bid 1H
3)  Assuming the auction goes P 1C X P P back to South, South must redouble.  In fact I think South should redouble with any hand having only 3 clubs
4)  Even though South's redouble is for takeout, North should probably leave it in, since he has Jxxx of clubs, scattered values and no major suit to bid (South can't have a 5-card major)
5)  1CXX should always make, I think.  West leads the 9 of clubs, mandatory on this auction.  East makes the normal split of her club honors.  South wins in hand and plays diamond, diamond, diamond ruff back to hand.  SQ then wraps it up for NS, and I think low to HQ also does.  Note that South is basically playing double dummy after this auction, except that he will expect spades to split 4-3.
