Rusty  , you can only use check back stayman when a  majorsuit is done.
so in this case (1cl...1dia...2NT  ) you cannot.

I agree PK who said :"I rather bid 1 heart than 2 NT .",neglecting two major suits((

the hand has almost all points in the majors , so I dislike a 2NT bid with only
3 small clubs.

the responder can bid 3 h after the 2 NT bid , but it suggest a longer diasuit
and " sounds "as a reversebid........., but maybe  better then 3 NT.

may I introduce to you my acol system ? ( of course  only for perusal)

people who do not like it  , no need to read !

In acol system you can agree the opening of 1 heart can be 5+ crd , or 4/4 in the majors.  When rebid is 2 cl or 2 dia you accentuate that first suit is longer so heart must be 5 crd. When responder  bid :  1 sp , no problem to raise the spade suit, when opening 4/4 major. So if opener bid 1 NT after answer of 1 spade , you can be sure hearts are 5.

The principle of the acol system is :

longest suit first .
with 2 or 3 "4crd's " open lowest
with 2  "5 crd' s" open highest

balanced hands
opening 1 in suit , rebid 1 nt=13/14
 "           1 in suit , rebid 2 nt= 18/19
balanced hands
opening  1 nt=15/17.................................................        transfer and stayman
  "           2 nt= 20/21..................................                    "         "   (puppet stayman)
  "           2 cl.(relay 2dia) rebid 2 NT  = 22/23................same as after 2NT
  "           2 dia (relay 2 h)   "       "      = 24/25....................."     "    "

also possible to open 2 cl  rebid 3 NT=26/27
 "         "        "     "     2dia    "      "     = 28 +

the 2cl opening( 2 dia relay) is " 2way ",can be also a strong 1 suiter sf.,game-1(0r game-the rebid will tell)

the 2 dia opening ( 2h relay) is a "2way " opening. GF, 2 long suits ,the responder can relay P s hand.(also a 4.4.4.1 GF hand included)

for balanced hands you need 13 + points (in 3third hand 12+)

for unbalanced hands you look more for tricks than points.!!
so can be a little less.
