I dislike light 3rd seat minor openings (no preempt value for an upside and no drury to slow partner down for a downside). But then, I would not have the obstacle of Flannery to overcome (a weak 2D bid stands out - shame we have ruled it out).
 
With better spot cards in the suit or different vul, I would consider 3D. At MP scoring, I find more favor to a 1D call (only because I cannot bid 2D).
 
Under the stated conditions, I would simply pass. I may regret that, but I want my partner's to remain aggressive. If they fear that I may hold this for a 3rd seat 1D call, they will be forced to not be aggressive.

I would open 3D in third seat. I hope that it isn't an overbid. IMPs scare me with a deal like this one. Bill's suggestion to pass does have merit.

In the Blue Ribbon Finals where believe it or not Multi is not allowed, many pairs were playing 2D Flannery.

With a few of my partners I would not hesitate to bid 1D, our 3rd seat openings are light.  With others I would pass.  It's a matter of style and partnership agreements, pretty much what Bill said.
