Supplies
PSP
Tube and font of choice
Graphics Plus Pinwheel Filter HERE
Flaming Pear Flood Filter HERE this is a pay filter but a trial can be downloaded
Filter Factory G Ciba Chrome filter HERE (optional - sepia art effect works too!)
Photoeffex Scanlines Filter HERE (Optional)
Lokas Aqua Filter (optional - for text only an inner bevel works just as well!!)

Although this tut seems filter heavy there's only 2 that are actually  needed, the scanlines and Lokas are both replacable with basic default PSP effects (inner bevels and blinds in texture effects!)
Unzip your filters into your plugin folder while PSP is closed!

1. Open a new, blank image 350 x 500 pixels transparent image (16 million color depth). File > New > set size & set color depth.

2. Open your tube and choose a pale (not too pale!) color and flood fill your canvas with it.  Effects > Plugin Filters > Flaming Pear > Flood with the settings: Horizon ~ 34, Offset ~ 0, Perspective ~ 38, Altitude ~ 76, Waviness ~ 82, Complexity ~ 59, Brilliance ~ 71, Blur ~ 15, size ~ 81, Height ~ 56, Undulation ~ 47, Glue ~ vivid B.

3. Click on the selection tool with feather set to 1 and antialias checked and draw a rectangle from the waterline upwards to encompass the top quarter of your tag.  Effects > Plugin Filters > Graphics Plus > Pin Wheel with the settings: Repeater ~ 50, Spinner ~ 0, Scaler ~ 167.  If your rays don't show up as well as you'd like, pick a slightly darker shade from your tube and flood fill the selection with this then redo the pin wheel settings.

4.  Copy and paste your tube as new layer, it should touch both top and bottom of your canvas so if it is slightly too small use the deformation tool to stretch it a little!  Mine was a little too big so I left the top and bottom overlapping as it looked pretty cool as is!  If you're using a flesh tone as your background the filter factory G ciba chrome gives a very cool effect and blends in well!  If you prefer to use the sepia effect from the artistic effect instead then that's cool too!  There are no settings for Ciba-Chrome it just changes, if you're using sepia toning from the artistic effects I figure around 25 on the scale is pretty good!  If you want a weird effect, try colorizing!!

5. Add a new raster layer and using the selection tool with feather set to 7 and antialias checked, draw a narrow rectangle a little way up from the bottom of the canvas and flood fill with a dark color from your tube.  Keep selected.

6. Effects > Plugin Filters > Photoeffex > scanlines with settings: width ~ 1, Spacing ~ 2, Dark band strength ~ 20, Light Nonband strength ~ 10, noise amount and darkness/lightness both ~ 0, vertical toggle UNchecked.

OR
Effects > Texture effects > Blinds with settings: width ~ 5, opacity ~ 100, horizontal and light from left both Checked.  Deselect and move upwards slightly if desired!

7. Add a new raster layer for any watermark and/or brush mark.

8. Add your text with antialias and create as vector checked with color your choice, resize as desired.  When happy, convert to raster layer.  You can use Lokas filters at this point with your own settings or any inner bevel you like.  Resize so the longest edge is no more than 400 pixels. Save as jpeg and you're done!

tube left as is with filter effects and pin wheel effect using a darker shade flood filled in!
