This sounds like a lot but it's very simple. You should also do the same to delete files
I have XP so I just go to Tools in Internet Explorer, On top here in group  Internet Options
 
Deleting Cookies ( Vista )
Cookies are text files stored in your hard drive when you visit certain Web sites.
They mainly allow for you to be identified. The Microsoft Internet Explorer 7 browser saves cookies on your hard drive.
The following steps explain how to delete cookies with Internet Explorer 7.

 STEP 1/7
Click on Start Menu (the flag located to the lower right of the Windows task bar), then on Control Panel
 STEP 2/7
The configuration panel appears.
Double click on the Internet Options icon.
STEP 3/7
Internet Explorer 7’s option window appears.
Under "Browsing history", click on Delete.....
STEP 4/7
The "Delete Browsing History" window appears.
Click on Delete cookies....
 STEP 5/7
A confirmation window appears.
Click on Yes.
 STEP 6/7
The "Delete Browsing History" window appears again.
Click on Close.
 STEP 7/7
Click on OK to close the "Internet Properties" window
 
  Here' the simple steps.
  Start Menu ,  
  Control Panel
   Internet Options
   Under "Browsing history", click on Delete....
  Delete cookies
  Yes.
  Close.
