1. Combine sugar and boiling water; stir until dissolved. Add root beer concentrate. Chill.
2. When ready to serve, combine root beer mixture with soda water. Stir slowly to mix. Place 2 scoops ice cream in a tall glass. Slowly pour root beer between ice cream and side of glass.
