Judging by my experience ...100% of the time I've flirted, its been with a woman...
 
So I have come up with the conclusion that women flirt more!
 
And it's difficult to have eye contact over the internet but it would be nice

I do not think that eye contact is necessary because I have flirted online and well.. you don't really see eye to eye..  In person I have flirted by just walking by a man a certain way and got a number... he was not initially attracted to my eyes... lol.. 
I do not know who flirts more however seeing that there is a fine line between being freindly and flirting.. I do not flirt well and not often but others have thought differently so really is it flirting if you are clueless?  I do know that children flirt a lot.. When my 7 year old came home and told me that a boy in her class keeps chasing her all over the place I thought holy cripes it starts early.. But then she told me she called him a dorkmeister and well I guess she flirted first...

Hard so say who flirts more, but eye contact is not important to start ... as the flirting gets more intense and if it's going to go further then yes eye contact would be important.  Of course this only good if your flirting in person!

I'd say women flirt more and eye contact is HUGE . . .Im the kind of person that looks in someones eyes when they talk to me, so very often Im thought of as a huge flirt, but its not ALWAYS the case lol.  My momma taught me that if you're talking to someone and you dont look in their eyes it means you are dishonest hahaha.  But yeah, I love to look at someone when Im flirting, lets me know alot about whether or not hes into me.

Hahaha as a rule I may agree with you Gena, however........ I am so not subtle!! For me flirting is an art form, kind of in the same sense as beating someone over the head with a 2 x 4 is an art form
