However thats not what the issue is.

IYO the issue is, prisons should be scary, with less 'priveldges', the food should be second rate and less.

 

The issue of the victims is a whole different issue.  One that isnt being addressed as much as the issue of 'sensible sentencing' and 'sensible jails' isnt being addressed.
