There are two ways of doing this:
First I will show you how its done with your preset tool.
1. Open PSP, make new image 300 x 300, transparent.
2. Click on your Preset Tool. Grab your Ellipse shape. (looks like a circle.)
3. draw it into your blank image. Then go to object, align and center in cavas.
4. Click on your text.
5. Now here is the tricky part.. Ok with your cross button by your A, what you do is touch the circle part with it. (try to get as close to the top center with it if you can.) (You will see an A with a curved underline below it.)
6. Click it when you see the curve under the A.
You can use your alignment to make it go left or right, but only when you have your text entry up.
7. Now Appy.
8. Go to view, Palletes and then layers. Your layer box should appear.
9. See the + sign on the left side of Vecter 1. Click on the + sign.
10. You should have a Big A now...below vector 1. leave this one alone.
11. now see the ellipse one. Click on its Eye. This should get rid of the circle.
12. Click your Pan tool, (or arrow button) to get rid of the deform box around it.
And you have done it! Now wasn't that easy...lol
NOW FOR THE OTHER WAY!
1. Click on your Pen tool.
2. On your paint pallete on the right, make sure your bottom pallete is transparent, and the top one, just make black.
3. Now on segment type, click free hand.
4. draw a wavey line on your blank image.
5. Now click text and click on the line until you see the A with the underline. And write your text.
6. Swap your color pallette so you can see your writing.
7. Go to View and Palettes, and layers... and do just the same... as I taught you above on the first lesson, and you should have it... with no problem.

Words at bottom of Ellipse Standing up right! You will want to know how to do this also. Open PSP
1. Make blank image 300 x 300.
2. Go to preset tool and make your ellipse circle in your blank image.
3. Now click on your Pen Tool. (Your circle should look light blue.)
4. Click on your Mode button on top.
5. Now click the little square button on top of your circle. (an arrow should have appeared on top.)
6. Right click your arrow, EDIT, and reverse contour.
7. Click on your text and do your A at the bottom of circle.
This should of made it stand up right at bottom... We hope... if not I know I will be hearing from you...ha ha!
Also want to let you know that you can do this on top of pictures if you wanted too.
But if you don't, just remember to go to layers, merge, and merge visible.. so you can copy it and paste it to your pictures...
