windows XP????  If so, find the picture you want to send in MY PICTURES.  On the left is a bunch of menu choices and one of them is to send the file by e-mail.  Click on that and it will reduce the size of the file to make it easier to send and it will bring you to the e-mail message part.  Type your message and hit send.
 
If you don't have windows XP, after you have your message typed and before sending, you have to click on the paperclip icon on the top of your screen and attach the file (picture). Then send.
