Animation Shop is a program that comes with Paint Shop Pro. It lets you create animations, either from scratch, or by using pictures already created in another paint program. Animation Shop can be run from Paint Shop Pro by clicking on File - Jasc Software Products - Launch Animation Shop.
If you’re starting from scratch, click File - New, and choose the size of your animation. Remember that starting an animation from scratch is the hardest way to create an animation.
