lol, this is silly to the extreme, the beat down of this stock.  <sarcasm>  Ohhhh, congress is going after the 'issuers' about their abusive lending rate practices, Ohhhhhhh.  Hello?  Issueing Banks?  (not VISA)

 

VISA is a fucking branding association.

 

And if that happens, wouldnt that generate more usage, and by extension, more transactions?  VISA's only exposure is 'number of transactions' .... the goofballs that own this stock really should look into what the comapany actually DOES.
