Melt the butter in a medium saucepan over medium heat, and remove the pan from the heat. Add the flour and the pepper, stirring until smooth. Gradually stir in the milk. Bring the mixture to a boil, stirring. Reduce the heat and simmer for 1 minute. Add Tabasco to taste and the dried beef, and heat gently while poaching the eggs. Lift the eggs to the toasted muffins, and spoon the creamed chipped beef over the top. Garnish with the tomato wedges.
