If President Bush were to resign today, as in, before the inagruration, Dick Cheney would be President until Obama took office. 
The President can not "appoint" a VP, so the rest of his ramblings are moot.

If SecondSon had an once of knowledge of the process he would know that Liberals would probably be over-joyed that Nancy Pelosi would be acting VP until Biden was sworn-in.
