This link shows you how to properly clip your poultry's wings.
 
I used to clip the wings on my pet Mallard because he would fly away and want to come back home but ended up in the neighbor's yard behind me, in the road by the house, and in a neighbor's backyard down the street that also had 2 dogs.  Poor Petey thought it was his sisters.  I spread the wings fully and used a regular household scissor.  You do not need to cut all the wing feathers just do the ones on the outer edge of the wings.  You might not even have to do both wings as they will not be able to get much height without both wings being there fully.  You will need to repeat the clipping after every molting or probably ever 6 months or so.
