I HAVE NEVER HEARD OF SITTING BULL BEING PART OF THE LITTLE BIG HORN BATTLE. ALSO NOTHING OF HIM EVER BEING CALLED A COWARD. THE ONLY REASON HE RETURNED FROM CANADA WAS THAT THE BUFFALO HAD BEEN WIPED OUT ON THE AMERICAN SIDE AND WEREN'T MIGRATING NORTH INTO CANADA WHICH THEY DID EACH YEAR AND HIS PEOPLE WERE STARVING TO DEATH.
THE CANADIAN GOVERNMENT DIDN'T HAVE THE MEANS OF SUPPLYING THEN WITH ENOUGH FOOD WITH THE BUFFALO GONE.
HE AND HIS PEOPLE WERE PROMISED FOOD IF THEY RETURNED TO THE STATES BY THE AMERICAN GOVERNMENT. SO HE DID.

IN ALL HONESTLY DREAMY THEY NEVER HAD IT THAT GOOD.
FOOD AND BLANKETS WERE LATE IN COMING.

Oh yeah how stupid of me to forget that, I thought my poverty stricken indentured servant ancestors were under the heel of the man. Little did I know they were mad scientists making up diseases in their spare time. Should look into royalties.

Sitting Bull did not take part in the battle because he was not a war chief but a medicine man (holy & spirtual).   Crazy Horse was the main war chief at the battle.   The smallpox blankets were an invention of Lord Jeffrey Amherst, a Brit of course.

Conclusion

As to whether the plans actually were carried out, Parkman has this to say:

... in the following spring, Gershom Hicks, who had been among the Indians, reported at Fort Pitt that the small-pox had been raging for some time among them.... (I.e. before Lord Amherst)

 In the nineteenth century, the U.S. Army sent contaminated blankets to Native Americans, especially Plains groups, to control the Indian problem (Stearn and Stearn 1945). [p. 148]

 

Bloody deserved evrything they got, anyway. Murderous torturous lot.
