Who gets it?  Over 150 countries get financial assistance totaling 26 Billion $ (not including funding for the Iraq & Afghan wars).  Following are the top six:
 
Israel - Go figure?  $2.4 Billion of which virtually all of it goes to buy weapons 75%
            made in the U.S.
Egypt - $1.7 Billion of which 1.3 billion goes for weapons purchases.
Pakistan - $798 million of which $330 million goes for security efforts.
Jordan - $688 million of which $163 million cash payment to the Jordanian
              government.
Kenya - $586 million of which $501 million goes to fight Aids & malaria.
South Africa - $574 million of which $557 million goes to fight Aids & TB.
 
Money well spent????

No but I loved biden's comment in his debate with Palin, "we will no longer be able to double foriegn aid" when asked by  the moderator how the financial crisis will affect their presidency.
