The way I read it, he is pissed that they threw out a case of sexual assualt, and, that blocking words such as rape basically blocked the defense. This being in the face of countless frivilous lawsuits. Any, everyone gets tired of frivilous lawsuits taking up a court's time.
His point is that anyone can sue anybody for anything, so what the hell, let's sue god. He lives in this state, too. He's basically wants a revamp of the court system in his state.
Sounds like a good plan to me, but it will probably backfire, people will focus one on thing and not the real issue.
