Hi Cynthia.. I'm not Ellen (timslady) but It is possible they are dogs pulling a sled that could be Ice or snow up next to the water. Not sure myself either....

 

My sister used to have a dog that would ride on top of a car.. or the back of a motor bike. with no ropes or harnesses either.. just bare backing it...LOL .. I don't know

why she never got a picture of either occasion....
