In light of the new draft and supplemental draft picks, and the new twist on the Night of Champions, this is what I would have happen...
 
Apart from getting rid of Vickie Guerrero, because even though I can appreciate a good biased GM, she annoys the living hoozah outta me...
I'm gonna go against what we here in the higher standards of wrestling alaysis love to do and throw John Cena and Batista a bone. They're over-pushed, true, but that doesn't take their talent and potential away. Batista is probably the most athletic power-house WWE has, even though my favorite is Big Show, and I've been getting behind the whole "defines passion" deal for John Cena a little bit. So I'm going to say one of them should leave the Night of Champions as the champ...
I hate to do this, because I'm a huge fan of Edge, but the Vickie-Edge ploy needs to stop... I've had enough. I'd make it so Batista won the title and took it with him to Raw, while HHH retains the title against Cena and takes it with him to SD. This is assuming, of course, that HHH remains on SD. From there, I would do the following...

Raw: A Batista vs Cena match would be the first thing everyone would expect, and the last thing I would do. Although the story is really weak behind the Batista-Y2J-HBK rivalries going on, I would capatalize on what's already been done and go with a different story. On Night of Champions, I would crown HBK the IC champion through as controversial of means as possible. From there, while Y2J was whining like there's no tomorrow, I'd have Batista come out and kinda poke fun at Y2J, refreshing the rivarly that almost-but-never-really-was, this time over the Heavyweight Championship.
Meanwhile, HBK will be taking the IC division to a whole 'nother level. With guys like CM Punk, Kofi Kingston, Kane, and Rey Mysterio headed over there and guys like Charlie Haas, Hardcore Holly, Lance Cade, Santino Marella, and JBL already over there... there's countless possibilities. HBK would fit perfectly in the place to help some up-and-rising star break it into the next level after a hard-fought title feud.
I'm loving this Dibiase-Rhodes thing going on. I would keep them out of any title pictures for now and let their rivalry brew and brew. It would definately help if I knew who Teddy's tag team partner was, but whoever it is, I like him and Teddy taking the titles off of Cody and Holly. I would let Holly go in a different direction in the singles competition and let Cody screw things up for Dibiase and his unknown partner, making them lose their titles to the likes of Cryme Tyme.
In reality, Raw's too stacked for it's own good. They need to re-instate Heat and Velocity and give the shows more credibility by giving them stellar air-time and some storyline development. I'd also start using John Cena as a glorified jobber, kinda like what Tommy Dreamer is now for ECW.
Eventually, when Randy Orton comes back? Even though I hate the guy I'd give him the title one more time for one reason, and one reason only: so he can lose it. I'm thinking that once Orton gets his title back, the Dibiase-Rhodes feud spills over in a mega third-generation triple threat. It might be too soon to really give either two of them that big of a push, but hopefully they managed to score some credibility during their competitive rivarly, scoring wins over big names (such as Cena).
 
SD: I love HHH as a champion. The guy's one of thee most respected wrestlers in the business, and what's even better is he's always willing to give the next big thing the jump they need. Anybody wanna guess who I'm going to propose to be that next big thing? You guessed it....
MISTEEEEEEEEEERRRRRRRRRRRR KENNNEDAAAAYYYYYYYY...
Where's Edge during all of this? Well, that's where Jeff Hardy comes in. Thanks to SD & ECW's partnership, he and Matt Hardy can team up to take it to the "familia". Since Chavo's shooting for Matt Hardy's title, I'd make it a Famila vs Hardy Boyz rivalry that would eventually end with the Guerrero's and Edge & junkies going their separate ways.
KENNNNAAAADAAAAAYYYYYYY...
Matt, by the way, having to defend his US title a good number of times against ECW's & SD's young talent for space fillers... From there, Jeff Hardy can renew his healthy rivalry with Kennedy, this time over the WWE championship with HHH still in the mix.
For the ECW title, I would have Big Show win the title and take it to SD, and defend it with vigor against the likes of Mark Henry and MVP. After thier rivalry, and after Vickie's long gone, I would have Big Show also have two major challengers: Edge and Matt Hardy.
In other news, I would have Carlito and Shelton change to faces and team up to take on Miz & Morrison. It's a win-win situation from there, because I think all four are awesome.
 
ECW: Matt Hardy's distracted taking the fight to the Familia with Jeff, but as I said, I would have him defend his title against any and all of ECW and SD's young talent. This includes draftee's Brian Kendrick, DH Smith, Super Crazy (although I definately wouldn't have him win), and Finlay as well as the one's still there including Gregory Helms (who we haven't seen anything from in a while, they had a good rivalry), Kenny Dykstra (who deserves more attention), Vladimir Kozlov, and Elijah Burke. Eventually, I would have the Familia help someone get the title off of Matt's hands via interuption and distractions. Out of those, Elijah Burke and DH Smith are my favorites to win the title.

I'd like to emphasize that apart from the Orton-Dibiase-Rhodes thing, this is all short-term stuff...
