Whilst I have no idea why John Buck left his post, Bill Henderson's leaving was not unexpected as a 'farewell and thank you' article to him was published in the June edition of the e-magazine that is aimed at British ex-pats in Portugal prior to his going.

Yup. True about Dodd and Clarence. They didn't do a job share. Blair sent Dodd. Then he sent Mitchell to relieve her as she was Head of Communications at the Department of Trade and Industry.
But that stilldoesn't explain why they were out there in the first place. These were Blair's 'special people'.
In fact it doesn't explain why anyone other than nornal consular representatives were brought in.
The media maelstrom that came in the wake of the 'abuction' came with the arrival of Dodd and Mitchell themselves. It was they who created the circus and the hype.
Mitchell was 'Head of Media Monitoring'. It was his job to monitor and trawl the news for opinion and information that would be of use to the profile of Downing Street. Basically it's a back-end PR job concerned with keeping ahead of your competitors and opposition. People like this also deal in 'Crisis Management' for corporations and parties.
Bill Henderson was replaced in August by Celia Edwards.
His removal is unusual in that he only came to the job in March 2006 and such posts are traditionally for a 2 year fixed-term contract.
During an interview he said he was looking forward to his job at the Embassy.
So we have a number of people at a 'consular' level who were either dismissed or resigned from their roles - perhaps prematurely:
John Buck (British Ambassador) - departs Sept Clarence Mitchell (Head of Media Monitoring) - departs Sept Bill Henderson (British Consul - Portimao) - departs August (farewell article published in June) Sheree Dodd (Head of Communications) - departs July
All key figures. And all no longer occupying their intitial Government roles.

This article would seem to dispute your assertion (my caps) -

I think you hit the nail on the head by reminding readers that Mitchell and Dodd were both Blair's people. Brown hasn't exactly welcomed the former Blair supporters into his 'big tent' has he?
