I checked in my Cheaper Than Dirt catalog. They list Silver Bear and Brown Bear (Russian, Ukranian) and Sellier and Bellot (Czech Republic) were the only manufacturers of the 9.2x18 Makarov and these were the FMJ Ball rounds. The Chinese used to be big on the Makarov ammo, but Clinton cutoff ammo imports from China. The Russian and Czech stuff is all good. I'd prefer the S&B over the Brown and Silver Bear.
If you decide on the Makarov, try to get one that has a .380 ACP barrel installed. You'll save a lot of headaches on running down ammo.
There are plenty of loadings in .380 ACP and 9mm Luger/Parabellum in both U.S. and European. American manufacturers are:
