Bring water and boullion to a boil, in large pot over medium heat.
Add potatoes, then cabbage, and onion, then tomatoes. Add the meat crumbling it. (do not precook meat) Boil about 30 seconds, stir to mix well. Cover, reduce heat and simmer for 30 minutes, or till potatoes are tender.
Serves 4 and is great with warm russian or french bread.
