welcome to the board. i dont know if this is your first bird or not but im assuming it is.i concider the parakeet to be a fragile bird and should never be for first time bird owner

however as far as im concerned unlike other birds i dont think it really matters if it hand raised or not because they are easy to tame and train
I tamed and trained my first parakeet at the age of 13 . i had none to advice me at 13 how to tame and train. i8 figured it out myself. and have used that method for over 20+ years and tamed every parakeet i ever owned or any other bird i owned
everyone is giving you great advice here. that the first thing i do when i bring a untamed bird into my home. i do this for 2 weeks then the lessons begain
first rule never and i cant stress this anymore then this never never chase the bird with your finger in the cage or elsewhere
in taming- place finger into cage if bird freaks it ok keep your hand still till it settles down. approah the bird with finger if bird trys to escape finger which it probably will, let it settle before approahing it again
run finger from the chest area towards the feet. this forces the bird to step up on finger. it ok if it immediatly flys off finger. expeact it.
repeat this for 10 min twice a day. eventually the bird will willing hop onto finger on it own. important to remember this takes a lot of time. it taken me 3 weeks to finger train a parakeet and it taken me 4 months to 6 months for others.
once it finger train it the rest is easy
on wing clipping it a good idea makes tgaming simpler but keep in mind not necessary. i have taimed and trained over 30 parakeets all of them was uncliped
