Is Chloe a female Budgie by any chance? If she is, the browm cere is very normal for a mature hen of breeding age. Males have blue ceres. They will lighten and darken with the hormonal changes than occur during breeding season.
If she is not a Budgie, you may want the vet to give her a look.

Crusty substance on the nares is not good and could mean a number of things... I'd have it checked out after making sure it isn't a piece of food. Maybe you can take a warm wash rag and wipe it away, keeping  the area as clean as possible till you discuss this with your vet.............. too2

Brains don't work so well in the middle of the night

I looked at the picture.  As Momnoah said, it is normal in female budgies for the cere coloring to be tan and change appearance as breeding cycles change.  Actually, if you can see a noticeable change through the year, it is an indication that they are in healthy breeding condition.

I have had budgies continuously for 25 years, until losing my last female about a year ago.  I sure do miss that cheery voice.

What is the brown "crust" you are speaking about? Is it a raised substance? or is the strictly a "discolouration."
I answered due to the heading of Brown Crust and took it from there that something may be amiss with the nares.... not the cere's.........hopefully it is the ceres.... Too2

Just wondering how your parakeet is with the brown crust on nose? I was remembering that when our parakeet did this, it was very sick with like bronchial infection and needed medicine. keep us posted on how he is.
