Very interesting....
 I am a loop tech, and I had a trouble report about something similar. A customer thought their line was crossed because after the 4th ring, the call sounded like a fax machine picked up instead of going to VM. After line tests came out OK, I did some troubleshooting, and found that the DirecTV receiver was picking up on the 4th ring. I tried to adjust the settings on the DirecTV box with no luck.
 
 Strange.

strange?how about this:trouble report:cbc,bsy,line rec says disc;disc disc;yet when the # is called,it rings bsy,no rol saying # not in serv,there are no serv ord in past 60 days.the # ani's when opened @ frame when coils were pulled.rcmac said # doesnt exist.???? ???.answer:6 months earlier the acct had been up for idny-non-pay,but because the line was in use-off hook the idny like any other serv order couldnt go thru the system.after multiple attempts over 24-48 hours(it depends on the switch type)the order auto completes.the idny eventually "D'd" out& a final bill (which of course never was paid ) was issued.had one of this cust "friends" not complained about cbc this cust would have had free phone serv for a long long time.

LOL....so basically you are saying the D order wouldn't auto complete because the sub had the phone off the hook? And then somebody completed it out manually?

the d ord actually did complete out about 6 months earlier,the co never pulled the jumpers because there was a dt on the pr.so i asked my boss, after i already closed the tckt.what code should i take it to? he had not a clue...

when an IDNY is issued&a subsequent D; the D is more like a record order,its only purpose is to close the billing acct&get a FB to the customer

Could fill them in on a few different little "loopholes" in the information system.....But they would probably just fire some poor dude in the I.T. dept and never fix them anyway.
