Are you talking about a pump problem?
I'm allergic to adhesive tape.  It's the glue.  Rips off my skin.  Everytime I have surgery, I have to remind the nurses, doctors, etc, to use MEDIPORE tape on me.  http://solutions.3m.com/wps/portal/3M/en_US/IP/infectionprevention/solutions/wound-management/surgical-tapes/  Here's a site where you can read about it.  Hope it's OK to post...if not, I'm sure I'll hear about it LOL!
Itching is not nearly as bad as the giant tear wounds I get from tape.  You may not even need special tape.  There is a barrier film product by a company called "CAVILLON," that comes in packets like alcohol preps.  I used to use that one on my dialysis access, to keep the dressings from making sores.  If you GOOGLE  "barrier film" or "wound care," you ought to be able to find a source to order it, or a place near you that sells it.

What you can try is Triamcinalone Acetonide spray. It IS a prescription medication. The name brand is Kenalog. It is a topical corticoid steroid. What little you use, will not be much to distrupt your blood sugar control, with it being a steroid (I personally use the cream for psorisis and eczema, for years, and never had a bg implacation with it).
You could also try a different type of infusion set to see if it makes any difference.
Cleo's do not have the normal per se backing adhesive. It is similar to a IV3000/Tegaderm backing.
You could be having a adhesive reaction vs the tape itself.
Best way to solve the situation is to try a different type or brand of infusion set(s).

My delete, I was still sleepy trying to type.
Anyway, the problem seems to be gone.
I have to use the angled sets and I use the short ones.
I think I just had some tape crinkled and it was causing trouble.
