Every morning at 7:30a the person that lives acroos the street from me starts her very loud car. She let's it run for 15 minutes. My bedroom is strret side. It wakes me up. As sleep is not a good friend of mine I relish every little bit. Also I tele- commute so I don't have to function until 9a. The bitch part of me wants to flatten her tires or steal her coil wire. The reasonable human in me wants to say something polite but direct. Can't seem to find those words. Do any of you have any suggestions? Maybe I should buy some ear plugs and leave it alone.

I try not to complain about things to my neighbors because that gives them the opening to complain about me.  Not that I purposely do anything to affect anyone else but more than likely we all do.  So to keep things friendly, I take care of me and let the neighbors (or anyone else for that matter) take care of themselves.  But that does mean that things might overlap.
I sleep with a table fan in my room, (pointed at me on hot flash nights...pointed away from me when it's cool)  This tends to drown out any noises from the outside world that might wake me, cars, dogs, ppl, lawnmowers....etc.

Gee Im not sure A lot of people here warm up their cars in the am where I live ( Condo) so its warm when they go to leave in the cold Mornings....... so I wouldn't say anything

This is an "iffy" one.  If you don't know this person at all, they may not take it very well, no matter how tactful you are.   If you casually know her, you might be able to mention it in a conversation.   Do you ever see her during the day or on a weekend?  Maybe if you get to know her it would be easier to bring the subject up.  Otherwise...plan on getting earplugs.

hi rowan seems like you got yourself in a real pickle living side by side is difficult even where we live out in the country neighbors are a pain in the butt fighting over water rights broken fences cows getting in where they are not suppose to we have a 1/4 mile strip of paved road right smack in the middle of our property and the neghbors kids race their cars up and down the road all summer long I'm out in our field training yearlings and 2 year olds and I have to put up with that. We have never complained to them don't want to start a war.When we first moved in down there Leo cut down some trees that were on our property and they came over and gave us  supreme for that, can you imagine?They are always in the right. people are always at opposite ends aren't they. if you approach her you don't know what kind of reaction you'll get I would just try and cope pretty soon the cold weather will be gone and she won't have to warm up her car.

I eagerly await answers to this one, too.  The guy next door keeps his truck in his driveway about 15 feet from my bedroom.  He cranks his truck by remote all winter and keeps me awake early in the morning until he gets in it and leaves.  Worse than that, though, are the days he DOESN'T leave.  He has every power tool known to mankind and loves to use them first thing in the morning and all day long.  He mows his grass 2 or 3 times a week and of course, he has to use his leaf blower every day (sometimes more than once a day).  He builds things for people in his driveway next to my bedroom, installs stereo systems in people's cars and boats in the driveway next to my bedroon and on and on and on.  So far, the only thing I can do to mute the noise is to have 2 fans running, a sleep CD playing or an ambient sound machine going and/or the tv running.  I NEVER get enough sleep.

I would buy earplugs and not say anthing. People need to warm their cars up and she might make her car louder than ever if you complain, you never know.
 
Is it a loud muffler you hear? Something like that might be against the law and you could tell the Police without giving your name.

loonybird I feel for you you have no quiet time during the day or at night  in your own home? the noise and the kind of noise would drive me crazy is there not a city by law of some kind that prohibits certain kinds of noise what do your other neighbors think of this can you all get together and maybe at the very least let the guy know how annoying this is?

I'm with the earplugs, fans, and other sound drowners. Unfortunately for YOUR schedule many other people are not as fortunate as you are and must be to work earlier....sounds like your neighbor is one of them. Once the weather warms up she probably won't be warming the car up and you may save a very strained relationship by letting this one slide. While it is incredibly irritating for you, I doubt she is doing it to make you angry but it is miserable to drag an exhausted butt into a freezing car and head off to work....Pray for an end to cold weather!

There are supposed to be laws on noise pollution too.I wonder how the other neighbors feel about it?But would get some nice spongey earplugs.I keep some for weekends when I want to read or take a nap & Dh is having his tv marathon.

Well ladies it's Saturday. At 6:45a, yup you guessed it. On Saturday! So I went out and said look there's my bedroom window. Oh she said. Never occured to me. Sorry. Now I'm not sure what sorry meant but ok. And I'm up and showered before 1 on a Saturday. I've lived here for 17 years. We all know each other. So I wasn't worried about retaliation or such. But today in my travels I will be buying earplugs. It's an old car and they unlike the newer ones have to be warmed up. It's all pleasant and nice. People have to be able to live. I don't expect anyone to live around my needs an schedule. But you see I think about those around me and how what I'm doing may effect them. I wouldn't run my old loud car and disturb the neighborhood. I would(and have) bought an oil pan heater so there wouldn't be the type of inconvience. So everything is fine in the neighborhood. And if not I'll have my handy dandy earplugs. Thank you all for the great input.

There are rules in this subdivision about not doing things to aggravate other people and not devaluating the property values of others, but since the neighbor's garage opens facing the side of my  house (facing my bedroom) and all the work projects being done are in the area between his house and mine, I am the only neighbor (apparently) that is bothered by this.  Also, if I reported him, he would immediately report me for our fence problems (not visible to him), no grass to speak of in our back yard and things of that nature.  We do not have our new well hooked up to our sprinkler system.  Because we have been in drought mode here, we cannot get anyone out here to hook it up.  Even if it were hooked up, there might not be water in it at this point.  The amount of money to do this is another factor.  Because we have no water for irrigation, I have not finished installing grass in the back yard. (a major offense in this neighborhood) Also, the boards keep falling off our fence and DH has to schedule time to go out there and screw them back on with his drill.  I don't have a drill that will do the job and it is a two person job anyway. 
So you see, I can't report all the neighbor's noise because he can report me for things that are NOT noisy.
There was only woods on both sides of our house and in front of our house when we built here, so I didn't know what I was in for when they built their house.  When the neighbors said that they were putting their garage facing my bedroom and their driveway next to my bedroom, I mentioned the fact that I suffered from migraines that would have me running from bed to bathroom to barf for a week at a time.  The slightest noise, sound, light, movement, and smell would be agony.  The neighbor could have reversed his house plan so that the garage and driveway was on the other side but he refused. (They already had plans for it both ways and I discussed all this with them before they even started clearing the land) .Thank God I am in migraine remission right now, but I don't get enough sleep at night due to DH's snoring and breathing problems, so I have to catch up on sleep in the daytime sometimes.  Other than moving, there is no solution and the market is too bad to sell right now also.

Looneybird...  It sounds like you are stuck until you fix all the things that are against the HOA. You need to get some earplugs to.
