Theater make-up goes on a lot heavier than street
make-up, so when I volunteered at the local theater
as a make-up artist, we always used baby shampoo to remove the heavy "pancake" make-up. We'd apply it like lotion, strait out of the bottle, to loosen the make-up then wipe as much off with paper towels as possible then rinse with plenty of water. The non-tearing formula of the baby shampoo made it a gentle face wash. When the actresses arrived with street make-up on, we had them wash it off with the shampoo as well.
