OACAA provides its 20 Community Action Agency members and others with poverty-related information, education and technical assistance. The Association conducts public awareness programs on poverty and efforts of Community Action Agencies to assist economically disadvantaged persons.

Programs vary among community action agencies, but many offer these services:

Home repair and weatherization
Homebuyer education
Homeless services
Community development
Employment and training programs
Head Start programs
Transportation
Emergency assistance, food, clothing
Car seat loan and distribution
Disaster relief (FEMA)
Small business development services
Nutrition and congregate meal programs for the elderly

Some agencies offer literacy programs, housing for people with disabilities, community based services for individuals with disabilities, parent education, income tax assistance, GED classes, Early and Periodic Screening, Diagnosis and Treatment (Medicaid-funded health screening and treatment for children), credit counseling, information and advocacy. Programs and Services: Eligibility generally based on disadvantaged or low income status, although some services are open to anyone in need.

Self-Employment Entrepreneurial Development System: Training and financing help for small business creation or expansion.

Housing: Home repair, weatherization, homebuyer education, affordable rental units.

Emergency Assistance: Homeless assistance, food bank, income tax assistance, nutritional counseling, cookbook and garden seed distribution, clothing, emergency financial assistance.

Employment Services: On the job training, work experience, classroom training, job readiness, job placement, transportation, supportive services, day care.

Retired Senior Volunteer Program: RSVP volunteers deliver Meals on Wheels, assist in nursing homes, teach literacy and English, provide in-home aid for people who are homebound, assist people who are blind or visually impaired, and help with income tax preparation.

Transportation: Operates the Southern Oklahoma Rural Transportation (SORTS) public transportation system. Lift-equipped transportation available. Call 580-924-1177.

Habilitation Training Specialists: HTS staff provide in-home services and independent living skills training for persons with developmental disabilities who are eligible for DHS’s Developmental Disabilities Services (Waivered Services).

Head Start and Child Care: Operates Head Start programs at 27 sites. Children receive health, dental and mental health screenings and treatment plus developmental services based on a plan to meet their individual needs.

Notary Public: Free service for low income families.

Programs and Services:

Homebuyer Program: For low and moderate income families provides deferred loan to cover down payment and closing costs for purchase of home.

Homeowners’ Club: Helps people keep and maintain their homes by providing education on community resources, budgeting, debt management, neighborhood organization and involvement, preventive maintenance and career/business resources.

Weatherization: Home repairs, insulation, caulking and other services to make a home weather-tight and energy efficient. Low income eligibility criteria.

Head Start and Day Care Centers.

Small Business Development: The SEEDS Loan Program provides small business loans up to $7,500 for eligible persons. Other business development loans are available, including loans targeted to business creation or expansion in Enterprise Zones. Also provided are business development training and technical assistance and job readiness training.

Turning Point Outpatient Substance Abuse Treatment: Individual and family services, assessment, counseling, HIV/AIDS-TB-STD education, outreach, and Sober Living Program which includes housing.

Home Repair: Emergency home repair services are based on income eligibility and residency in targeted areas. Home accessibility modifications such as wheelchair ramps may be provided. Waiting list.

Emergency Assistance: For food, housing, clothing, employment, and other emergencies.

Community Services: Senior citizen transportation to meal sites, shopping and medical facilities; Telephone Assurance Program for daily monitoring of frail elderly; homeless services.

Transportation: Jointly sponsored by CARD and Tulsa Transit, the Community Connector is a shuttle to and from Tulsa for persons living in Broken Arrow, Catoosa, Coweta and Wagoner. Medical trips have priority but work and errand purposes are also served.

Emergency Assistance: Food, rent, utility payments and other emergency financial needs assisted through combined funds from government and private sources.

Housing: Home repair, weatherization, affordable housing development, homebuyer education, low income rental apartments, homebuyer assistance including down payment and closing costs for income eligible. HOME Rehab provides financial help for major home renovations for income eligible families.

Senior Citizens’ Nutrition, Supportive and In-Home Services Program: Congregate meals, mobile meals (limited), outreach, information, light housekeeping. Operates in Mayes and Rogers Counties.

Self Employment Development (SEEDS): Business training and loans to help low income individuals start or expand businesses.

Computer and Internet Access for Public: Computers with Internet access are available for free use of the public at four sites in Coweta: the public library, CARD, Coweta high school and OSU Extension office.

Provides training, business information and loans for small business development and expansion. Variety of loan products available.

Housing: Home buyer education; housing rehabilitation; weatherization; development of affordable rental and purchase housing; home down payment and closing cost assistance for eligible home buyers; Self-Help Housing Program in which families jointly put in construction work on their homes and lower purchase costs for all.

Heartland Share is a food program open to anyone. For $16.40 and 2 hours of community service, participants receive $35 to $45 worth of food.

Drug and Alcohol Programs, inpatient and halfway house.

Self employment: SEEDS Program offers low interest loans and business management training for persons unable to secure traditional financing to start a business.

Community Lending Closet: Lending closet for low income persons needing medical equipment such as wheelchairs, walkers, bathroom adaptive equipment, etc. Operated by the Clinton outreach office.

Retired Senior Volunteer Program volunteers work in community services such as hospitals, schools, nursing homes, senior centers and related facilities.

Home weatherization: Home repairs for energy efficiency.

: A sheltered workshop that provides vocational and habilitation training for adults with developmental disabilities.
