Since moving down to NC in 1974, I have heard a number of Southern/country sayings.  My favorite one is:  Sometimes it's better to beg for forgiveness, than to ask for permission.  I think it applies to working at Wal*Mart very well.
Since I have ZERO flex space, I had devoted a back endcap to Clearance.  I had to take down a mutil pricepoint end, which had been a stackbase display, sent by the HO, so I needed a back end.  I only have that one, and it was getting overlaoded with dog apparel clearance stuff.
DING!  We have a 28 foot sidecounter that is all Clearance.  When I checked, about 16 feet was empty, and someone had started putting up new signing.  The end next to action alley was empty, so I proceded to put two shopping carts full of my clearance there!  It looked great.  I made sure that every single item had a price on it, so that when it gets mixed up, no one will have to ask how much something is.  I probably will never hear anything about it. If I do, I'll "beg" for forgiveness.

Hopefully that will help you get rid of all your clearance pet supplies.  Our store got the pet apparel too.  It seems to be selling well on clearance in my area.  I guess if you have sales increases they will hopefully leave you alone.  Often times if you have to let someone use your area for a bit they take it over.
