No, it's not an insult, but it's not correct either.  I'm proud of being a dept mgr, and I would be annoyed if someone called me a dept worker. 

I am careful to use the term people greeter, because they are our first and last impression on most of our customers.  Their job is hard and thankless.  I'm glad it's not my job!
