I can't remember everything you needed to do, and I've got the instructions around too somewhere.  It might be your work place preventing you from using the chat room.. with a firewall or something in conflict with it (I'm no expert on that).  Here's some old instructions I found (there might be 1 or 2 things missing, I'll look at these too)
 
1.) Close all instances of Internet Explorer.
2.) Go to My Computer -  C:\Windows\Downloaded Program Files or
C:\Winnt\Downloaded Program Files
3.) Find all entries named MSN Chat Control, select them one by one, click on
them using the right mouse button, select remove and answer "yes" to the
confirmation pop-up.
4.) Close MyComputer.
5.) Open Internet Explorer.
6.) Select Tools/Internet Options/General/Delete Cookies. Confirm that "Yes" you
want to delete all cookies.
7.) Close the Internet Explorer Options menu.
8.) Close this instance of Internet Explorer.
9.) Open a new instance of Internet Explorer and navigate to your chat room to
trigger a new download of the Chat control.

I can only think of 6 things (mostly already mentioned really)..
 
* The webcache should need clearing
* All cookies should be deleted
* All previous versions of MSN Chat Control should be removed
* Security and privacy settings should be set to a friendly level (which they are)
* If you're logging in from work - the work's firewall could be intefering with cookies
 
* Also.. it might help if you go to C:\WINDOWS\Downloaded Program Files or C:\WINNT\Downloaded Program Files and delete everything in there (you might be prompted re-download stuff if you visit any regular websites that use their own program files, but they might be interfering)
 
I'll go into more detail about each procedure in the next message (but you may have already done all of this)

(this works for Internet Explorer v 6, but try it anyway if you're using a different version)
 
Clearing Web Cache
Go to "Tools", "Internet Options", "General" tab
Click on "Delete Files"
Tick "Delete all offline content"
Click "OK"
(there might not be a "Delete Files" button on IE version 4 or lower, let us know about this if this is so... or just download a newer version)
 
Deleting Cookies
Go to "Tools", "Internet Options", "General" tab
Click on "Delete Cookies"
Click "OK"
 
Removing Previous Versions of MSN Chat Control
Go to "Tools", "Internet Options", "General" tab
Click on "Settings"
Click on "View Objects"
Delete any files named "MSN Chat Control"
Close Window
Click "OK"
 
If that fails...
Go to "Tools", "Internet Options", "General" tab
Click on "Settings"
Click on "View Objects"
Delete everything in the window
Close Window
Click "OK"
 
Security and Privacy Settings
Should both be ok set at "medium" really
 
Other Problems/ Suggestions
If you're chatting from work, the works firewall could be preventing you from being able to get into the chat room (nothing can be done about that - maybe contact a technician there if that's allowed)
 
Try downloading a newer version of Internet Explorer (make sure you're not using a works computer to do this though, as it could screw thing up more)
 
Try using a different browser with the chat room (not sure if that would work - maybe Netscape of something)

Mark, thank you , I got sorted, had Nick tortured on line one night and what a dumb blonde I was...done all the cookie, deleting bits and then thought ooops what about the firewall...took it off, got into chat then reinstalled it...worked a treat...duh!!!!
